Unless mutually agreed to by both teams:

2) No SFUYSA game that crosses two different FYSA Regions may start before 11:00 AM or after 6:30 PM
Procedural considerations: Due to the complexities of scheduling, some games that violate these two points may be created during the initial schedule creation and not caught prior to posting. During the first week of schedule publishing, it is the responsibility of both club representatives to identify any games that are in violation of the rule and provide an alternative time that satisfies the criteria. Failing to identify the problem during the first week of publishing will serve as a mutual agreement of acceptance. Any request to change the game after the first week will require both reps to agree to the new change and the league will not intervene to enforce the change.

Field-Only Changes -- For late changes of field location only, the burden is on the home team to properly communicate and administer any changes. Make sure the visitor knows of the change as soon as possible prior to game time. If there could be a problem, make sure there is someone at the old-field location to direct the team and referees to the new location.
The bottom line is that the league would like to have games played rather than postponed whenever possible. Due to large travel distances it is not always possible to know of field closures until teams are already on the road. Therefore, it is also essential that all teams have accurate contact information posted and that teams contact eachother before the game for any issues that could come up.

Given the relatively limited number of play dates available to the league, it is important to try and play all games according to the schedule whenever possible. Obviously we want our kids to play in a safe environment, but given the large travel distances, it is important not to cancel games too early. We do want to give as much advance notice to traveling teams, but we dont want to assume just because it is raining now that the game wont be playable a few hours later. Therefore the league has adopted the following guidelines with regard to weather-threatened games.
Rainout Policy
a) Coaches are not authorized to call off a game due to weather or field conditions. The job of determining field suitability for play falls upon the referee. However, if a parks department or field director has closed the field, a referee is not allowed to overrule that decision. (In other words, wait for the referee if the parks department has not cancelled.)
b) If threatening weather is expected or at hand, coaches should contact the field director to make sure the fields are not closed. They should also make sure to have contact numbers for the opposing coach, the assignor, and the referees if possible in order to make notification should conditions change.
c) Time Frames. Since teams may be traveling large distances in inclement weather, the following deadlines will be observed in notifying of game cancellations due to field CLOSURE.
· Teams traveling less than 60 Miles -- No game may be called off more than 2 hours prior to it's scheduled start time
· Teams traveling between 61 - 120 Miles -- No game may be called off more than 3 hours prior to it's scheduled start time
· Teams traveling more than 120 Miles -- No game may be called off more than 4 hours prior to it's scheduled start time
d) Referee Payments. If the referee or field director has ruled the game to be a rainout prior to the game starting, each referee should be paid $5 by each team. Only referees that actually traveled to the field for the first game of their assignment at that location are eligible for the travel fee. Some clubs have assigning contracts that require full payment to referees. Should you be the visiting team at such a club, you are not required to pay any more than the $5.00/per referee rainout fee. However, if you are requesting a schedule change (i.e. asking the referees to wait past the normal start time) you may be required to commit to full referee fees even if the game is not able to be played. The league will not interfere in such matters unless the change is the result of a restriction that was known prior to scheduling and unaccounted for.
e) Both coaches should report the rainout to their respective Club Reps and attempt to work out a make-up day and time. If a new make up day and time has not been arranged within one-week of play, the league may set a date as per the rules.
In the case where failure to follow the above policy has occurred and penalties result, mileage determinations will be made between each Club's registered address as submitted on the SFUYSA Club Information form. Please use this information as a guide. The information is intended to avoid the premature cancellations of games and loss of potential goodwill amongst the participants.

The league requires that

The question becomes what is "showing up". Over the years this definition has developed to mean that you must show up prepared to play to avoid a fine. Prepared to play means that you must have the minimum number of players or at least appear to have attempted to show up to play with the minimum number of players. Thus showing up with just a coach to pay referee fees is NOT considered to have shown up and the team will be fined.

The league requires that

However; the league wants games to get played rather than have games be won via forfeit. Therefore, if both teams are in agreement, the league will allow games previously forfeited to be played. The following points will be utilized as a baseline for negotiating the rescheduling.
1) If both teams agree to reinstate the game on a new date, the fines and credits will be reversed for the $200 no show fee. Therefore the team that was fined the $200 will be credited and the opponent that was credited $100 will be debited. The referee fees paid will not be refunded.
2) The game will be moved to the home field of the team that was negatively impacted and the offending team will be responsible for paying all referee fees (both sides) for the new game.

Actually score reporting is the responsibility of both teams. Scores must be reported on the league website by 5:00 PM on the Tuesday following the game's play date. Failing to report the score may result in a $25 administrative fine or game forfeitures, etc.
At present, only Club Representatives or their alternates are able to report game scores, but we may add the ability of coaches to report scores at a later date in the same way that player performance can be reported.

All coaches MUST keep a copy of ALL game reports throughout the season.
Normally it is sufficient for you to keep copies of both your and your opponent's game reports for the season (August to July) and then throw them away at the end of the league's final competition. However; the league does not maintain copies of your rosters and should their be a discrepancy over suspension service, the league can only use written evidence of completion. If you can keep your reports for longer periods, it certainly can't hurt.

The league has added a game reporting requirement for opponent player performance nominations after each game. Ultimately the goal is to utilize these nominations as a talent evaluation tool to help support the newly formed Challenge League player selection process.
Using an online form (www.sfuysa.com/GmNomAdm.asp), coaches or club representatives are required to submit two (2) names of opposing players for consideration after each Division 1 Level game U13 to U19. They may submit up to five (5), but a minimum of two is required.

If you suspect teams of using ineligible or illegal players, it is best not to confront the opponent. Usually that leads to more problems and creates animosity without any foundation. The right thing to do is to report it to the league using the league's diciplinary email (redcards@sfuysa.com)
Once reported, the league will do it's best to investigate. We may send league officers to watch a game with the team in question and demand rosters and passes. We may request copies of player passes and previous rosters, etc. The key is to let league officials handle it. Many times the questions revolve around a few abnormally large players that appear older than the age group and are usually legal. However, the use of overage players or unregistered or illegal players carries SIGNIFICANT suspensions and the league will investigate credible reports. The more that you can do to assist the investigation the easier the job the league has.

NEW for 2016 and beyond:
If you have a player that is SFU-registered to the Premier team and you want to use them on the Division 15B team , you should first move them to the SFUYSA Group B team roster. SFUYSA has changed the designation of Early Season and is no longer exclusively Division 1 teams.
Make sure that the player is not participating with the Premier team on the same day, because players are not allowed to play for two different teams on the same day.

AGE APPROPRIATENESS:
It is SFUYSA & FYSA's policy(211.3) that all players compete at a level they are capable of both physically and developmentally. Any players participating in a division that is MORE than 2 years above their FYSA age classification MUST have permission from FYSA’s DOC as well as their affiliate’s DOC or Agent of Record. This permission must be obtained PRIOR to participation and for each event. (FYSA 211.3) A U8 player may participate in a U9 division, but cannot play in a U10 division. SFUYSA checks the age appropriateness of players using the online registration system as well as from game reports that are randomly submitted. Using a player that has not been pre-approved is a considered an illegal player and subject to game forfeiture; fines; and significant suspensions.

Coaches should contact each other before their game and verify phone numbers, field location and other game specifics. This is an important consideration in making sure that in the event of a problem, they can reach each other while on the road. When a team has not shown up to a game, the coaches should make every effort to contact the missing team and find out the reason for the lateness. If the team is on the way and there are no issues with waiting, teams are encouraged to wait. That being said, Coaches should plan for road construction, and traffic delays in planning their departures. They should make sure to leave extra early for games to fields they are not familiar with. In the event that it is impossible to wait for the missing team or impossible to reach them, teams are required to wait a MINIMUM of 15 minutes prior to paying the referees and leaving the field.
This is a great reason for coaches to make sure their contact information is accurate. If a team cant reach you, they cant help you.

No Show Procedure: If a Team A does not show up to a scheduled game, then Team B needs to pay the referee fees for both teams. The referee MUST complete a game report indicating the no-show and Team B needs to fax that report in to the League and report the score as a no show without a score. Team B’s Club will be reimbursed all referee fees paid plus $100 of the $200 fine that was assessed to Team A. Under no circumstances will the League reimburse individual coaches for referee fee payments. Clubs are credited for the amounts and are responsible for reimbursing their coaches. MAKE SURE TO GET A COPY OF THE REFEREE REPORT INDICATING THE NO SHOW!

SFUYSA Completed Game Considerations:
A game completed to half time shall be considered a complete game if per chance the game has to be stopped, at no fault of either team. A game not completed to half-time shall be replayed providing neither team is at fault. Should play be abandoned at any time due to one or both of the teams being at fault, then the defaulting team(s) shall forfeit the game 3-0. Games that are rescheduled do NOT count toward Red Card service.
Therefore, the game in the above example is not complete and has to be rescheduled. Since rescheduled games can not count toward red card service, your player will have to re-serve his open suspension in his next match.

NCR paper is a special type of paper that allows it to make an exact copy of any writing done to the top copy. The league requires its use on game rosters so that we can have an accurate representation of of any marks made on the roster no matter who sends it in. This is especially important in verifying red card reporting and service. In years past, players or coaches receiving red cards in games would have their player or coaches pass removed and sent in to the league to hold until the suspension was served. The delay in receiving and returning these cards could have players out for weeks for a single game suspension. Once it was decided to give the cards back to players and coaches, the league needed a way to verify it.
The league requires all parties (both coaches and the referee) to send in the game reports when a red card is given so that we are guaranteed to receive it. We use the copies to compare against each other to make sure that nothing was added or changed after the game.

All information information on game rosters MUST be typed and clearly legible. In situations where guest players are added to the normal roster, it is acceptable for those players to by handwritten into the form as long as the information is clearly legible on ALL copies. If a player’s name cannot be determined due to handwriting legibility, the player will have been assumed to be NOT on the roster. If he participated, the game is subject to forfeiture. Coaches are responsible for ensuring all information is complete and accurate. All game rosters must be kept until the end of the season (April 2014). Failure to follow the procedures for proper completion and submission of Game and/or Team Registration forms may result in game forfeitures, coach suspensions and administrative fines.

Home Team Requirements:
Field Conditions: Home team fields must be in accordance with the dimensions, goals and markings as provided in the coaches manual; and MUST be ready for play at the assigned game time. Failing to provide fields that meet these criteria may result in removal of home games or removal of teams from participation. In the event a game is scheduled on a field that does not meet the criteria, teams should play the game with a note in the game report of any discrepancies. The outcome will be considered by the competition committee which may allow the game results to stand, or require a replay at the visiting team’s park with the team that provided the improper field picking up the expenses. However, under no circumstances should game be played without properly secured goals or on any field where the safety of players may be a concern. In these cases it is the responsibility of the teams to take pictures and include them with the report of any failure to play the game due to safety issues.

Field Marshals:
The home club is required to supply Field marshals at all SFUYSA games. Their role is to provide a calming influence
on the spectators and hopefully act as a deterrent toward conduct that falls
below the standards as established by FYSA and SFU. They are there to assist
the assist the referee in dealing with or disciplining
spectators that the referee(s) feel are worthy of such attention and action.
Each home club MUST provide a field marshal at each of their games. This person SHOULD NOT be affiliated with the
team that is currently playing the game they are marshalling. They are not there to cheer for the home team
and should be viewed as unbiased observers. They should wear a bright vest to
easily identify their position and role. The field marshal needs to be
identified to the referee PRIOR to
the game and put their name on the game roster.
Failing to provide a field marshal at a home game is an administrative
violation that carries a fine plus the potential for removal of home games, for
persistent violators.

The HOME team is required to change uniforms when there is a color conflict.
However, if the referee decides that the alternate jersey is indistinguishable; the HOME team may elect to wear training vests ("Pinnies") as long as players’ numbers can be easily determined by the referee. However; if the home team is unable to provide an alternate jersey due to the VISITORS jersey not being predominately one color, the VISITOR will be required to play in their alternate jersey, or “Pinnies”. Should either team wish to protest to the referee that the uniforms are too similar, they may do so, but it is the referee's final decision as to if they will allow the match to be played.

Players wearing a permanent orthopedic cast shall not be eligible to participate in any game.
Orthopedic braces may be allowed if:
a. The player has a written statement at the game from a physician, stating the brace is necessary and that no further injury is likely to occur to the joint that is supported by the brace; AND
b. The parent has signed a waiver to free FYSA and SFUYSA from any claim against FYSA and SFUYSA or its insurance company in case of further injury to the joint protected by the brace.
c. A player may be removed from the game at any time if the referee determines that the player is using or is attempting to use a brace to injure another player.

FYSA Player Hydration Rule:
402.4 Player Hydration
In any FYSA sanctioned match a break will be given at the midpoint of each half of regulation time and at the end of each overtime period (if played) for player hydration. This break will be given at a normal stoppage of play and it is mandatory for any FYSA sanctioned match during which the air temperature is or is expected to reach eighty-five (85) degrees. This break will be a maximum of one (1) to two (2) minutes of time.

SFUYSA Mercy Rule:
After the first half has been completed, or at any point in time in the second half where the goal differential meets or exceeds eight (8) goals, the game is considered complete and the match shall be ended.
Once the game is ended the referees job is done and the game is officially over. If the two teams want to continue a scrimmage after that, it can only be officiated by the coaches. Any injury that results after the game is ended would be on the referees if they stay. Therefore, do not expect or ask referees to officiate past a mercy rule ending.

Player Substitutions
SFUYSA has adopted the FYSA State Cup rules for player substitution for teams participating in Division 1 age groups U16 to U19. If a U15 Division 1 team is participating in a U16 Division 1 age group, the U15 team will be required to play under the new substitution rules as well.
U16 - U19 Division 1 Substitutions:
a. Substitutions will be allowed at any stoppage by either team, with the referee’s permission.
b. Each team is allowed a maximum of seven (7) substitutions in EACH half of play AND during overtime play.
c. After leaving the game during a half of play, the substituted player may not re-enter the game during that same half of play.
d. After leaving the game during overtime play, the substituted player may not re-enter the game.
e. Substitute may not enter the field of play until the player he/she is replacing has left the field, and after being signaled onto the field by the referee.
f. The Referee MUST be notified each time the goal keeper is changed.

Distribute the cards to the players prior to the kickoff of each half and at the beginning of any overtime period. The referee should take the pass from each player as they participate in the game and then return the passes after each half and at the end of the game. Teams may also use their FYSA player passes in lieu of substitution cards.
(Six-Game Complete Season), (U9 - U15 Division 1) and (U9 – U19 Division 2)
Players may be substituted only during a stoppage of the game. The number of substitutions shall be unlimited. Substitutions may be made at the following times:
a. Prior to a throw-in your favor.
b. Prior to a goal kick, by either team, or after a goal is scored.
c. After an injury, by either team, when the referee has stopped play.
d. Between periods.
e. No substitutions on corner kicks are permitted.
f. While the league cannot mandate player substitution after a player receives a caution, it strongly recommends that all coaches substitute the player for a cooling down period. Substitutions are allowable at stoppages of play and it is suggested that the coach discuss this matter prior to the start of the game with the referee.
g. A substitute may not enter the field of play until he has been so instructed by the referee.
h. The Referee MUST be notified each time the goal keeper is changed.
Coaches in the Complete Six-Game Season may opt for Limited Substitution if both agree prior to the start of the game.

The league has adopted what has been commonly called the "Goal-to-Goal" rule for use in its U9 to U12 small-sided matches. The intent of the rule is to teach the kids how to work the ball out of the back instead of punting the ball back and forth between penalty areas. It was also designed to help eliminate injuries to keepers from the inevitable crash of bodies fighting for bouncing balls around the goal. Basically any free kick, or keeper punt, drop kick, etc. that that goes from one penalty area to the other without being touched first by another player, is considered a violation. The ball does not have to actually land in the other penalty area, it just has to cross into the other penalty area either on the ground or in the air. At the moment the ball touches the plane of other penalty area, the referee should stop play and award an indirect free kick to the opponent at the center mark of the field (center circle).

U9-U12 Restriction on Punts and Free Kicks in Small-sided Games:
In all small sided games U9 through U12; an indirect free kick from the center mark will be awarded to the opponent when a goal keeper punts, or a player kicks a free kick from one penalty area to the other penalty area without the ball being played first by another player.

The number of playoff positions for Regular Season will be determined based upon the number of teams participating in the division. For teams participating in divisions with less than 12 teams, there will be 2 to 4 playoff spots depending upon if there was a single complete round robin of games. For teams participating in divisions with less than 17 teams, there will be 4 playoff spots. Those divisions will play a semi-final and final match. In divisions with 17, 18, or 19 teams, there will be 6 playoff spots with byes awarded to the top two teams. The remaining four teams will play a quarterfinal match first and then the winners of the quarterfinals will play the two bye teams in semi-final and final matches. Teams in divisions with 20 or more teams will send the top 8 teams to quarterfinal, semi-final and final matches. In cases where division have been split into groups, the top four teams from each group will comprise the 8 playoff teams in that age division. The order of finish will be based upon the highest average points. Points are scored for each game with +3 for a Win, +1 for a Tie and 0 for a loss.

The website is pretty good at showing the standings as accurately as possible. However, there are some complex situations that are not easily resolved that must be hand analyzed at the end of the season. In cases where one or more teams are tied, the following procedure is used to break the tie.
For all tiebreakers, if an uneven number of games have been played, any numerical measurements will be averaged over the number of games.
Tiebreakers
1) Head-to-Head
2) Goal Differential (with a maximum of +/- 3 per game)
3) Most Wins (avg)
4) Fewest Losses (avg)
5) Fewest goals against (avg)
6) Kicks from the Penalty Mark
In cases where there are more than two teams tied, head-to-head will only be applied if all three or more teams have played each other. If so and one team has lost to all of the others, that team is eliminated and the rest of the tiebreakers are applied to the remaining teams.

The State Association which governs all youth soccer in the State of Florida that the league is affiliated with is FYSA ("Florida Youth Soccer Association"). Their rule 205.3.C prohibits it.
205.3 FYSA sanctioned competitions (league play and tournaments) may adopt rules to allow the use of Club
Pass players up to the maximum roster size:
A. U13 – U19 teams – Total roster size, including club pass players, is capped at eighteen (18) for U13,
and twenty-two ( 22) for U14 – U19. Teams may name eighteen (18) eligible players for each game.
B. U11 – U12 teams – Total roster size, including club pass players, is capped at fourteen (14).
C. Club pass players may only participate with one (1) team per day. (Player may play more than one (1)
game per day in the competition with the same team, but not with two different teams in the same day.)

The league policy on this situation is as follows.
In the case of a single referee showing up to do a game, that would be allowed with two club linesman. However, if either teams feels that based upon the level of play and the experience of the referee that it would be best to have the game officiated with three referees, the game will be rescheduled. The new game would be moved to the opponents park and the team that failed to provide three referees would be responsible for paying ALL referee fees in the rescheduled game.
5) It would not be a forfeit for failing to provide referees unless it occurs on the last day of the season.

League Policy
All SFUYSA games must be played and Coaches cannot agree to cancel a game. Playing a game does not mean showing up and paying the referees. Showing up means attempting to play with a roster, referee fees and the minimum number of players required for that level of competition (i.e. 7 players one of which is a goal keeper for U13+)
Failing to play a league game is a $200 fine plus the cost of any referee fees. At the coaches meeting the league stressed the importance of NOT postponing games to the end of the season because it might be difficult to play all the games. Just because there was a rainout three weeks ago and neither team can now find a time to play does not excuse the fine for failing to play the game. All U11+ Regular Season games must be complete by Sunday February 2nd or a $200 fine per game will be levied to the club.
EXCEPTIONS: There are some exceptions to having to play a game; however, they must be approved by the league. In the case where a game gets rained out on the LAST weekend of the season and there is insufficient time to reschedule it, the game may be cancelled by the league. Please understand that ANY Cancelled game does NOT count toward red card service. If there is a game that has not been rescheduled from a weekend prior to the last weekend of the season and it cannot be played during the last weekend, teams will be fined $200. However, if neither team is in playoff contention, the game may be played with league approval the following weekend and would avoid the $200 fine.
In other cases, an exception to the February 2nd deadline may be approved for teams that are in playoff contention if the game can be played prior to the Tuesday February 4th scoring deadline. Please contact the appropriate divisional VP for approval.

SFUYSA has grown beyond Region A with multiple clubs from Region C (West Coast of Florida). When the Region C clubs were brought in as members, one of the concerns was the travel distances. As a compromise to admission, the Region C clubs agreed that if requested, they would play their home games in Region A for Divisions 2 and 3. Since Division 1 is considered a travel division, no accommodation will be made to teams traveling in division 1. In other words; if you play division 1, you travel to the home game no matter what.
For Division’s 2 and 3, games will be initially scheduled at the Region C clubs home field. During the first week of schedule changes, Region A teams may request an accommodation to move any of those division 2 or 3 games to the same day at their Region A home field. No accommodation will be made after the first week of schedule publishing, and no accommodation will be made if the Region A team cannot provide a field on the same date. The time can be changed as long as it meets with the stated inter-regional start and end times. While the league will approve these changes, it does ask that clubs try to avoid it if possible. Region C teams are normally very supportive of our league and have great fields to play on. For many clubs traveling to Region C is faster or closer than many of the Region A games.
The statement highlighted in yellow refers to the fact that Early Season is Division 1 only; therefore you cannot request that Region C come to Region A to play a Region C home game. This has absolutely nothing to do with Region Cup.

Visiting teams do not need to respond to requests as long as they are on the same date as the original schedule. During the first week of scheduling, the league will automatically approve the changes without an email notification and without the requirement of the visitor to approve. However; there is no deadline for a visitor to approve a schedule change request that incorporates a date change. There is also not requirement that they accept it. The only factor is that clubs muct accept these changes at least 24 hours before the game date in order to avoid having to have the league intervene.

After the first week of schedule publishing, the following procedure should be followed when requesting schedule changes:
If there is a need to change the date or time of a game, you will need to reach an agreement with the other coach of a suitable alternate play date and time. Have your Club Representative confirm your agreement by contacting the other club’s rep. Once an agreement is reached, the two club reps will be able to make the game modification in the web site directly. All modifications of this type MUST BE COMPLETED AT LEAST 24 HOURS IN ADVANCE OF THE GAME DATE. Thus, any Saturday game change request must be approved by BOTH parties by midnight on Thursday. Any changes desired after the deadline will be disallowed by the system and a Divisional VP will need to intercede. These types of changes will be the exception and not the rule and may not be granted. Such exceptions might include an unknown school trip requiring the presence a majority of team members. TOURNAMENTS, OR OTHER NON-EDUCATIONAL, TRIPS, ETC. ARE NOT SUFFICIENT GROUNDS FOR RESCHEDULE REQUESTS. However: if teams have previously indicated conflicts in their declarations that were not met, every effort will be made to honor those initial requests.
Note that in addition to reaching an agreement with the opponent, there may be other individuals which must approve of such changes. The home club’s assignor and field/site directors should be consulted throughout the process. Although the league allows for game changes to occur up to 24 hours in advance of the scheduled play date, there may be other agreements in place that would prohibit such changes. For example, if a local club’s agreement with their assignor calls for no game changes outside of a 96 hour window, there is nothing the league will do to override that policy. Also, in order to effectuate such a change, some assignor contracts may make it necessary for referees to be paid for the original game as well as the newly scheduled game. All of these issues need to be discussed and agreed to prior to the deadline.

"Guest" players in South Florida United are different than the normal definition used in a lot of other FYSA events. In SFUYSA teams are declared and players are registered to those teams. We do not care what team code a player is registered to with FYSA, ONLY how they are registered within SFU on the SFU online registration. As long as a player is age appropriate and comes from the same club, a player should be added to the SFU online registration and play as a primary player (i.e. not a "guest") on the team. Thus, in your situation, you would add the U18 (age appropriate for the division) players to your online registration and list them as primary players (no guest code on the game roster).
In SFU, guest players are ONLY players that are listed on a different SFU online registration team. See guest play rules for other restrictions on guest play.

Last year there were a few teams that played in the Early Season and were barred from participating in Regional Cup in Division 2 even though they were not competitive. Due to FYSA’s new cup competition formats, any team playing in Division 1 will have to go the Division 1 route in State or Regional Cup. To avoid problems in the future, the league voted to only designate Premier as division 1 and Group A as non-divisional. We still expect the majority of teams in the non-Premier Groups to be division 1, but this affords those teams an opportunity to play Division 2 if they are weaker than they thought.

COMPLETE SIX GAME SEASON:
The Complete Six Game Season is typically for those teams that are participating in other leagues (i.e. R3PL or FSPL) and also wishing to play additional games. Or, perhaps they are a tournament-only team which also wants to be able to play in State Cup, but doesn’t want the restrictions of a league schedule. Typically the Complete Six Game Season is for Division 1 teams and since there are rarely more than one division per age group, be careful in declaring your teams into this division if you do not intend to play in State Cup. Games in this division are spread out over a six month period and the responsibility of scheduling the actual play date and location is up to the two teams.
REGULAR SEASON:
Declarations for Regular Season begin on September 1st and will be the same as last year, except that we will include the birth year to assist you in knowing the proper age group. We anticipate individual age divisions for all levels of competition in all ages U9 to U19/20. In cases where ages are combined for competitive balance, the more restricted division will be used for playing rules. Coaches must pay STRICT attention to registering and rostering players to make sure they comply with all the rules of the respective division. This is very important in divisions with U11 and younger players.
Declaration Issues for SFUYSA Team Codes
With the change to birth-year registration comes an inevitable change to the standard team codes used in SFUYSA. Although we are not 100% sure yet what FYSA will be doing with team codes, the most logical replacement is to change from using the 4digit combine years code (9900) to using a just a four digit year code. (1999, etc.) Thus, please use the following codes when declaring your teams

No. In fact, even with a release the league does not allow a player to play for two different clubs within the same season unless there are extenuating circumstances. Moving to a different part of the State would be one reason. Lack of playing time is not typically recognized as a reason. The Impact of Upcoming Heading Rules and Birth-Year Changes for 2016-2017
Until the US Youth Soccer Technical Group issues a final document on the subject of heading, some of the information provided below is subject to change. However; based upon the guidelines outlined in the initial position papers, we are somewhat confident that the information below will be adopted. We understand that this may impact the formation of your teams and how they are declared, but we are limited in what we can provide to you in terms of guiding principles until the final papers are released.
HEADING IN SMALL-SIDED GAMES
Due to a settlement of lawsuit between parents of an injured player and the US Soccer Federation, an agreement was reached to eliminate the heading of a soccer ball in games and practices for all 10 year-old players. Given that many players on U11 teams will be 10 years old; the initial policy that has been released eliminates heading in games for all U11 and younger teams. Although some U12 players (2005) born late in the year will be 10 years old during a part of the season, FYSA has told us that they are allowed to participate in heading divisions as a U12 if they have 2005 birthdates. This is one of the areas that we have not confirmed fully, but understand there was an agreement reached that those players would be allowed to head if they are a true U12.
As a result of this restriction, SFUYSA is required to comply with it and is expected to adopt the following rule changes.
CONCUSSION MANAGEMENT
If a player suffers a significant blow to the head and is removed from the game to be evaluated for a suspected concussion or head injury, that substitution will not count against a team’s total number of allowed substitutions in the game.
If the player with the suspected head injury has received clearance from a concussion-qualified Health Care Professional to return to the game, the player may re-enter at any stoppage of play. The evaluated player must replace the original substitute and will not count as a substitution.
The player that was temporarily substituted into the game for the player with the suspected head injury will be considered an available substitute and permitted to re-enter the game as a standard substitute per normal league rules.
What does all of this mean?
SFUYSA will continue to offer individual age groups in all divisions for the Regular Season. The U11 Division will not have heading, but the U12 Division will. No U11’s or younger on a U12 team. No U11 teams playing in U12 divisions. We do not anticipate initially offering a combined U11/12 Non-Heading Division, but in cases where there are insufficient teams to form a complete U11 or U12 team, we may combine those ages for competitive balance, etc. In a combined division there would be no heading. We do not anticipate offering this type of combined division for Division 1.

SFU Player Registration
The procedures for player registration and the completion of SFU Game Rosters and SFU Team Registration Forms can be complicated. Please make sure you are completely aware of all rules regarding the registration and rostering of players. Teams are required to register their players to a “SFU Primary” team at least 24 hours prior that player participating in any league games.
Player Registration is in two parts. First, players are registered to their club through FYSA. Once registered with FYSA, they are then “SFU Registered” using the ONLINE SFU Team Registration Form. Only Club Reps and their designees are able to enter the players into the online registration form. For a non-club rep to use the form, they must obtain the link and passcode for their respective team and register online. Once completed, a backup copy of the form can be printed. Printing the form requires adobe acrobat reader as well as enabling a pop-up web page. A user guide is available on the web site to familiarize you with the process (http://www.sfuysa.com/sfu/documents/teamregistrationexplanation.pdf).
At this point in the process, players have been registered to the State (FYSA) and now also registered to a team in the League (SFUYSA). In most cases they are registered to a team in FYSA that is the same as the team in SFUYSA. However, that is not a requirement and SFUYSA provides for flexibility in rostering to any avoid issues with State or Regional Cup transfer rules.
Players must be FYSA registered to their club and appear on ONE and ONLY ONE SFUYSA Team Registration for the season being played. This SFUYSA registration must be done at least 24 hours prior to that player(s) participating in any league games. This requirement is for both new team/player registrations and any player additions or movements (i.e. Change of Status). Failure to follow this requirement could lead to game forfeitures, suspensions and sanctions for playing ineligible players. The league no longer accepts faxed team registration forms, however you can print them from the web as a backup just in case there is an online registration issue. Please do not fax in any team registration forms unless asked to do so by a league official.
Registration Maximums:
SFUYSA allows up to 22 players to be registered to a team in all age groups; HOWEVER, we recommend the following maximums based upon the number of players on the field.

If you have a player that is SFU-registered to the Premier team and you want to use them on the Division 15B team , you should first move them to the SFUYSA Group B team roster. SFUYSA has changed the designation of Early Season and is no longer exclusively Division 1 teams.
Make sure that the player is not participating with the Premier team on the same day, because players are not allowed to play for two different teams on the same day.

AGE APPROPRIATENESS:
It is SFUYSA & FYSA's policy(211.3) that all players compete at a level they are capable of both physically and developmentally. Any players participating in a division that is MORE than 2 years above their FYSA age classification MUST have permission from FYSA’s DOC as well as their affiliate’s DOC or Agent of Record. This permission must be obtained PRIOR to participation and for each event. (FYSA 211.3) A U8 player may participate in a U9 division, but cannot play in a U10 division. SFUYSA checks the age appropriateness of players using the online registration system as well as from game reports that are randomly submitted. Using a player that has not been pre-approved is a considered an illegal player and subject to game forfeiture; fines; and significant suspensions.

SFUYSA has a slightly different meaning for the term guest player as opposed to other competitions. In South Florida United, teams are only allowed to have players that are registered to their clubs. There is no inter-club guest playing. The term guest player in SFU is used to identify a player that is not on the SFU Team Registration form for the team he is participating for.
In SFU the coach or club rep creates a team of players using players from their club. Those players may be registered to a variety of different team codes with the State Association (FYSA), but as far as the league is concerned, those players are on the team for which they are SFU registered to. This is called the primary registration in SFU. Guest players are those players that are not on the SFU primary team.
The use of “Guest” players during the season is allowed in South Florida United games. Teams may have age-appropriate guest players during the seasonal year, but NO GUEST PLAY will be allowed in any playoffs. Coaches may use any age appropriate players in their games as a means of promoting player development. However; there are several important restrictions that MUST be followed.
1) The maximum number of guest players allowed per team, per game is five (5) for 11v11, three (3) for 8 v 8 and two (2) for 6 v 6.
2) No player may play on more than one SFUYSA team on the same day.
3) Guest players are players not on the SFUYSA Team Registration Form for the team they wish to guest play for. They MUST however, be on a SFUYSA Team Registration form (SFU-registered) whose code must appear on the game roster under the guest play column. Primary SFU-registration will be determined solely using the SFU Team Registration Form submitted at the appropriate Roster Freeze Date for the event and not by the pass carried by the player.
4) Guest players may only come from within your club.
5) Guest players may not play on a Division II team within their same age group if they are primarily SFU-registered to a Division I team in that age group.
6) Players primarily SFU-registered to a team in their own age group, may guest play up to a team in a higher age group.
7) Players that are SFU-registered to a team above their own age appropriate group, MAY NOT guest play down to a SFU team registered at a lower age group.
8) Guest players MUST appear as guest players on the game roster.
As with using players not registered to your team, playing inappropriate guest players carries the same types of sanctions as would be found in playing an illegal player. Be VERY careful in your use of guest players!

NCR paper is a special type of paper that allows it to make an exact copy of any writing done to the top copy. The league requires its use on game rosters so that we can have an accurate representation of of any marks made on the roster no matter who sends it in. This is especially important in verifying red card reporting and service. In years past, players or coaches receiving red cards in games would have their player or coaches pass removed and sent in to the league to hold until the suspension was served. The delay in receiving and returning these cards could have players out for weeks for a single game suspension. Once it was decided to give the cards back to players and coaches, the league needed a way to verify it.
The league requires all parties (both coaches and the referee) to send in the game reports when a red card is given so that we are guaranteed to receive it. We use the copies to compare against each other to make sure that nothing was added or changed after the game.

All information information on game rosters MUST be typed and clearly legible. In situations where guest players are added to the normal roster, it is acceptable for those players to by handwritten into the form as long as the information is clearly legible on ALL copies. If a player’s name cannot be determined due to handwriting legibility, the player will have been assumed to be NOT on the roster. If he participated, the game is subject to forfeiture. Coaches are responsible for ensuring all information is complete and accurate. All game rosters must be kept until the end of the season (April 2014). Failure to follow the procedures for proper completion and submission of Game and/or Team Registration forms may result in game forfeitures, coach suspensions and administrative fines.

The time can be changed as long as it meets with the stated inter-regional start and end times. While the league will approve these changes, it does ask that clubs try to avoid it if possible. Region C teams are normally very supportive of our league and have great fields to play on. For many clubs traveling to Region C is faster or closer than many of the Region A games.
The statement highlighted in yellow refers to the fact that Early Season is Division 1 only; therefore you cannot request that Region C come to Region A to play a Region C home game. This has absolutely nothing to do with Region Cup.

To my knowledge, there is no restriction on the use of Div 1 players on Div 2 teams and vice-versa with the exception of the FYSA Coaches Code of ethics. The same goes for Div 1 teams playing Division 2. However; event and league organizers can create rules to combat this when coaches fail to do so. SFU has some restrictions on this in place, but they are pretty much after-the-fact and only when we find an egregious violation. With so many paid coaches and parents with expectations of stardom, the focus on winning has increased above development. The coaches that “get it” understand that tournaments and league competitions are just a means toward developing the skillset of players. Usually it’s the parents that are the problem looking for cocktail party conversation. I can’t tell you the number of parents that complain about the league’s refusal to award GotSoccer points because we collectively feel it is bad for the sport.
The bottom line is that coaches are responsible for placing the proper players in the proper level based upon the all the factors involved. In some cases they do so with the intention of winning-at-all-costs and in others it’s about development.

There is no option for referees to allow a game to be played without player cards. The game would be a forfeit, but if both teams agree, it could be rescheduled. There is no requirement for the opponent to do that, but it would be allowed by mutual agreement.

SFUYSA Completed Game Considerations:
A game completed to half time shall be considered a complete game if per chance the game has to be stopped, at no fault of either team. A game not completed to half-time shall be replayed providing neither team is at fault. Should play be abandoned at any time due to one or both of the teams being at fault, then the defaulting team(s) shall forfeit the game 3-0. Games that are rescheduled do NOT count toward Red Card service.
Therefore, the game in the above example is not complete and has to be rescheduled. Since rescheduled games can not count toward red card service, your player will have to re-serve his open suspension in his next match.

If a red card is issued in a game, or if a coach or spectator is ejected, BOTH Coaches, and the referee are required to fax game rosters to the VP Rules and red card committee (305)704-3811. SFU provides a service to its member teams that participate in State and Regional Cup by keeping a copy of their first game roster. This is normally the job of the teams coaches, but the league is willing to provde a storage facility for those that optionally want to send them in. Please do not abuse this service by sending in all your game reports. We will only save the first game roster.
Please understand that any game rosters that are sent in as a part of this storage keeping service are subject to potential fines if they are improper (i.e. no coaches signature or game number, etc.)

NO! A coach that is ejected in his U10 game is suspended from ALL COACHING until he serves his suspension with his U10 team. In the situation above, the coach would not only have to sit out the U11 game, but also the U10 game that followed it. That Sunday U10 game would be the one where he would serve the suspension. In some cases the team that a coach received his suspension with may no longer be participating in and the coach would not have a team to serve the suspension with. In these rare circumstances, the disciplinary committee, may consider other options for the coach to satisy his suspension. However, the coach would not be able to coach ANY teams until the committee ruled on any modifications.
Coaches that are listed with multiple teams run the risk of losing their ability to coach all of them when they get ejected from just one of them.

Suspension Service Requirements:
For SFUYSA games in which suspended players
or coaches are serving their suspension:
1) PRIOR to giving the game roster to the referee, check the “OUT” box next to the players’ name and draw a thin line through the players name. Ensure that the players name is legible. Write "Out Serving Red Card" in the open area to the right of the players' name. Reporting the service for Coaches should be similarly identified.
2) When presenting the roster to the referee BEFORE the game, ask the referee to initial next to the “Out Serving Red Card” statement that the player is out.
3) PLAYERS SERVING A SUSPENSION MUST BE ONE OF THE 18 PLAYERS ON THE GAME ROSTER. Rosters may NOT be modified to add additional lines. Similarly, coaches serving a suspension must also be identified in one on the three coaches’ spots on the roster.
4) Players are NOT required to be at the game in which they are serving a suspension, but may attend.
5) Coaches are NOT PERMITTED to be at a game in which they are serving a suspension. This means they cannot be within “sight or sound” of the game. They also may NOT communicate remotely via electronic or other means with their teams while serving a suspension.
6) Fax a copy of the rosters to the Red Card Committee (305)704-3811 or email a scanned copy to redcards@sfuysa.com to prove the player sat out.
For Non-SFUYSA games in which
suspended players or coaches are serving their suspension:

Schedule changes are inevitable as a result of bad weather, unanticipated field closures, etc. However; the schedule of SFU games is considered primary compared to other events, tournaments, and outings. The league will not intervene and force the league opponent to change a game under these circumstances. However; if both teams are playing in the same tournament and are scheduled against eachother, the two teams can agree to use the tournament game as also satisfying the league game. (Note: in this circumstance, a proper SFUYSA game roster must be prepared and completed)

After the initial publishing of the schedule, Club Reps have one week to identify any problems that need to be corrected for their home games. This one-week period is used to modify games to accommodate referee assigning or to fix problems from already scheduled games etc. It is also during this week that Club Reps may request Division 2 or 3 games outside of Region A to be moved to back into Region A. If teams elect to move a Division 2 or 3 away game from outside of the Region, they MUST provide a field on the same date as the schedule date. Unless mutually agreed to by both teams:
1) No SFUYSA game can start before 9:00 AM or after 8:30 PM
2) No SFUYSA game that crosses two different FYSA Regions may start before 11:00 AM or after 6:30 PM
Procedural considerations: Due to the complexities of scheduling, some games that violate these two points may be created during the initial schedule creation and not caught prior to posting. During the first week of schedule publishing, it is the responsibility of both club representatives to identify any games that are in violation of the rule and provide an alternative time that satisfies the criteria. Failing to identify the problem during the first week of publishing will serve as a mutual agreement of acceptance. Any request to change the game after the first week will require both reps to agree to the new change and the league will not intervene to enforce the change.

Field-Only Changes -- For late changes of field location only, the burden is on the home team to properly communicate and administer any changes. Make sure the visitor knows of the change as soon as possible prior to game time. If there could be a problem, make sure there is someone at the old-field location to direct the team and referees to the new location.
The bottom line is that the league would like to have games played rather than postponed whenever possible. Due to large travel distances it is not always possible to know of field closures until teams are already on the road. Therefore, it is also essential that all teams have accurate contact information posted and that teams contact eachother before the game for any issues that could come up.

After the first week of schedule publishing, the following procedure should be followed when requesting schedule changes:
If there is a need to change the date or time of a game, you will need to reach an agreement with the other coach of a suitable alternate play date and time. Have your Club Representative confirm your agreement by contacting the other club’s rep. Once an agreement is reached, the two club reps will be able to make the game modification in the web site directly. All modifications of this type MUST BE COMPLETED AT LEAST 24 HOURS IN ADVANCE OF THE GAME DATE. Thus, any Saturday game change request must be approved by BOTH parties by midnight on Thursday. Any changes desired after the deadline will be disallowed by the system and a Divisional VP will need to intercede. These types of changes will be the exception and not the rule and may not be granted. Such exceptions might include an unknown school trip requiring the presence a majority of team members. TOURNAMENTS, OR OTHER NON-EDUCATIONAL, TRIPS, ETC. ARE NOT SUFFICIENT GROUNDS FOR RESCHEDULE REQUESTS. However: if teams have previously indicated conflicts in their declarations that were not met, every effort will be made to honor those initial requests.
Note that in addition to reaching an agreement with the opponent, there may be other individuals which must approve of such changes. The home club’s assignor and field/site directors should be consulted throughout the process. Although the league allows for game changes to occur up to 24 hours in advance of the scheduled play date, there may be other agreements in place that would prohibit such changes. For example, if a local club’s agreement with their assignor calls for no game changes outside of a 96 hour window, there is nothing the league will do to override that policy. U9 and U10
For all
U9 and u10 teams, Regular Season games must be complete by February 23rd,
2014. In lieu of a Championship Series, U9 and U10 teams will have the option
of participating in a seeded jamboree against matched opponents tentatively
scheduled during the weekend of March 1st and/or 2nd, 2014. Teams will play a series of mini-games on a
single day where FUN is the main focus and all players will receive medals. Our
hope is to have the Jamboree at Sun Life Stadium, however we are still working
out the logistics at this time.
U11 to U19
Regular
Season ends and all games must be complete by February 2nd, 2014 for
U11 – U19. SFUYSA Regular Season Championships for U11+ are expected to occur
during the weekend of February 7th through the 10th at
Plantation’s Pine Island and Central parks.
REGULAR SEASON ROSTER FREEZE is January 8th
2014. Clubs may continue to
play the remainder of the Regular Season games with players added after the
freeze date, but only those players on the team registration form on the freeze
date are eligible for playoff participation. Roster freeze only applies to U11+.
In rare circumstances where weather has caused problems in completing a significant number of games, the Divisional VP’s may allow for games to be postponed or removed from the schedule. Each division will have its own format for determination of playoff participants.

League Policy
All SFUYSA games must be played and Coaches cannot agree to cancel a game. Playing a game does not mean showing up and paying the referees. Showing up means attempting to play with a roster, referee fees and the minimum number of players required for that level of competition (i.e. 7 players one of which is a goal keeper for U13+)
Failing to play a league game is a $200 fine plus the cost of any referee fees. At the coaches meeting the league stressed the importance of NOT postponing games to the end of the season because it might be difficult to play all the games. Just because there was a rainout three weeks ago and neither team can now find a time to play does not excuse the fine for failing to play the game. All U11+ Regular Season games must be complete by Sunday February 2nd or a $200 fine per game will be levied to the club.
EXCEPTIONS: There are some exceptions to having to play a game; however, they must be approved by the league. In the case where a game gets rained out on the LAST weekend of the season and there is insufficient time to reschedule it, the game may be cancelled by the league. Please understand that ANY Cancelled game does NOT count toward red card service. If there is a game that has not been rescheduled from a weekend prior to the last weekend of the season and it cannot be played during the last weekend, teams will be fined $200. However, if neither team is in playoff contention, the game may be played with league approval the following weekend and would avoid the $200 fine.
In other cases, an exception to the February 2nd deadline may be approved for teams that are in playoff contention if the game can be played prior to the Tuesday February 4th scoring deadline. Please contact the appropriate divisional VP for approval.

SFUYSA has grown beyond Region A with multiple clubs from Region C (West Coast of Florida). When the Region C clubs were brought in as members, one of the concerns was the travel distances. As a compromise to admission, the Region C clubs agreed that if requested, they would play their home games in Region A for Divisions 2 and 3. Since Division 1 is considered a travel division, no accommodation will be made to teams traveling in division 1. In other words; if you play division 1, you travel to the home game no matter what.
For Division’s 2 and 3, games will be initially scheduled at the Region C clubs home field. During the first week of schedule changes, Region A teams may request an accommodation to move any of those division 2 or 3 games to the same day at their Region A home field. No accommodation will be made after the first week of schedule publishing, and no accommodation will be made if the Region A team cannot provide a field on the same date. Just enter them into the system for game changes. In some cases, your opponent will approve them, but an admin will automatically approve them as long as they do not include a date change and were created during the free-change window. You will not receive an email confirmation when that occurs.

All coaches MUST keep a copy of ALL game reports throughout the season.
Normally it is sufficient for you to keep copies of both your and your opponent's game reports for the season (August to July) and then throw them away at the end of the league's final competition. However; the league does not maintain copies of your rosters and should their be a discrepancy over suspension service, the league can only use written evidence of completion. If you can keep your reports for longer periods, it certainly can't hurt.

The league has added a game reporting requirement for opponent player performance nominations after each game. Ultimately the goal is to utilize these nominations as a talent evaluation tool to help support the newly formed Challenge League player selection process.
Using an online form (www.sfuysa.com/GmNomAdm.asp), coaches or club representatives are required to submit two (2) names of opposing players for consideration after each Division 1 Level game U13 to U19. They may submit up to five (5), but a minimum of two is required.

Several factors impact the ability to report player performance evaluations.
1) You must be either a club rep or the alternate to have access to report on opponent player performance records.
2) Alternately if you are a coach for the team that was participating in the game, you may report on performance if your league userid (email address) matches one of the three listed coaches from the team declaration form.
3) You must have registered with the league website and created a coaches profile role record with the email of one of the listed coaches.
4) You must be reporting on a game you are a listed coach.

No Show Procedure: If a Team A does not show up to a scheduled game, then Team B needs to pay the referee fees for both teams. The referee MUST complete a game report indicating the no-show and Team B needs to fax that report in to the League and report the score as a no show without a score. Team B’s Club will be reimbursed all referee fees paid plus $100 of the $200 fine that was assessed to Team A. Under no circumstances will the League reimburse individual coaches for referee fee payments. Clubs are credited for the amounts and are responsible for reimbursing their coaches. SFUYSA Completed Game Considerations:
A game completed to half time shall be considered a complete game if per chance the game has to be stopped, at no fault of either team. A game not completed to half-time shall be replayed providing neither team is at fault. Should play be abandoned at any time due to one or both of the teams being at fault, then the defaulting team(s) shall forfeit the game 3-0. Games that are rescheduled do NOT count toward Red Card service.
Therefore, the game in the above example is not complete and has to be rescheduled. Since rescheduled games can not count toward red card service, your player will have to re-serve his open suspension in his next match.

SFU provides a service to its member teams that participate in State and Regional Cup by keeping a copy of their first game roster. This is normally the job of the teams coaches, but the league is willing to provde a storage facility for those that optionally want to send them in. Please do not abuse this service by sending in all your game reports. We will only save the first game roster.
Please understand that any game rosters that are sent in as a part of this storage keeping service are subject to potential fines if they are improper (i.e. no coaches signature or game number, etc.)

The number of playoff positions for Regular Season will be determined based upon the number of teams participating in the division. For teams participating in divisions with less than 12 teams, there will be 2 to 4 playoff spots depending upon if there was a single complete round robin of games. For teams participating in divisions with less than 17 teams, there will be 4 playoff spots. Those divisions will play a semi-final and final match. In divisions with 17, 18, or 19 teams, there will be 6 playoff spots with byes awarded to the top two teams. The remaining four teams will play a quarterfinal match first and then the winners of the quarterfinals will play the two bye teams in semi-final and final matches. Teams in divisions with 20 or more teams will send the top 8 teams to quarterfinal, semi-final and final matches. In cases where division have been split into groups, the top four teams from each group will comprise the 8 playoff teams in that age division. The order of finish will be based upon the highest average points. Points are scored for each game with +3 for a Win, +1 for a Tie and 0 for a loss.

The website is pretty good at showing the standings as accurately as possible. However, there are some complex situations that are not easily resolved that must be hand analyzed at the end of the season. In cases where one or more teams are tied, the following procedure is used to break the tie.
For all tiebreakers, if an uneven number of games have been played, any numerical measurements will be averaged over the number of games.
Tiebreakers
1) Head-to-Head
2) Goal Differential (with a maximum of +/- 3 per game)
3) Most Wins (avg)
4) Fewest Losses (avg)
5) Fewest goals against (avg)
6) Kicks from the Penalty Mark
In cases where there are more than two teams tied, head-to-head will only be applied if all three or more teams have played each other. If so and one team has lost to all of the others, that team is eliminated and the rest of the tiebreakers are applied to the remaining teams.

South Florida United does not offer GotSoccer points for league play. Furthermore, it is the position of the Club's Directors of Coaching that focusing on rankings and GotSoccer points runs contrary to the proper development of players. Does it really matter if a U9 team is ranked #1 in the nation? No. Coaches need to be able to put players in game situations where they can learn and develop their game without being concerned about winning points. Doing so would dissuade coaches from trying players in new positions and instead force them to focus on winning to score points. Players should be allowed to try and fail in order to learn and not focus on who is ranked higher. Some of our most successful clubs in terms of player development have never won a league championship.

No. The league and its Directors of Coaching feel strongly that GotSoccer points inhibit the proper development of players and restrict the coaches in how they field teams. It also creates unrealixtic expectations. However; we do understand that some tournaments rely on these points for entry. The league has successfully written "letters of recommendation" on behalf of its teams to assist them in getting into prestigious tournaments like Disney Showcase, Jefferson Cup, Dallas Cup, etc.

SFUYSA purposely does not publish the standings of its teams in U9 to U11 so that the focus will be on the enjoyment of the sport and NOT wins and losses. We abide by the US Soccer Federation of non-competitive development for those ages. Other leagues should really follow the lead of SFUYSA to make the game more enjoyable for those that are playing it and not the ones watching it and keeping score.

No. The league is against the whole concept of GotSoccer points as it stresses the wrong environment for player development. It also adds to the cost and complexity of running the league without any perceived benefit. If your team is interested in participating in a top level tournament and you feel that the added points of a league season would have made teh difference in getting in or not, contact us. We have written letters to tournament administrators on behalf of our clubs explaining our reasoning and providing a reference that has help teams get into tournaments.

8. Any failure to comply will be considered an improper assignments and "CLUB" will be fined $25.00 per occurrence. Determination of impropriety to be considered by Red Card committee. Consistent failure to comply could result in loss of home games and fines.

Only certified (USSF) referees may be assigned and receive payment for officiating. Note that referee fees MUST be paid prior to the game, in cash (in correct change), by each team’s coach. Referees do NOT make change. If you give them one $50 bill for your part of a U11 game, consider the $10 extra as a cost of failing to follow the rules. Do not ask for it back at half time after you have collected from your players or parents to make the correct change.

The question becomes what is "showing up". Over the years this definition has developed to mean that you must show up prepared to play to avoid a fine. Prepared to play means that you must have the minimum number of players or at least appear to have attempted to show up to play with the minimum number of players. Thus showing up with just a coach to pay referee fees is NOT considered to have shown up and the team will be fined.

However; the league wants games to get played rather than have games be won via forfeit. Therefore, if both teams are in agreement, the league will allow games previously forfeited to be played. The following points will be utilized as a baseline for negotiating the rescheduling.
1) If both teams agree to reinstate the game on a new date, the fines and credits will be reversed for the $200 no show fee. Therefore the team that was fined the $200 will be credited and the opponent that was credited $100 will be debited. The referee fees paid will not be refunded.
2) The game will be moved to the home field of the team that was negatively impacted and the offending team will be responsible for paying all referee fees (both sides) for the new game.

If a red card is issued in a game, or if a coach or spectator is ejected, BOTH Coaches, and the referee are required to fax game rosters to the VP Rules and red card committee (305)704-3811. Alternatively, you may scan and email the reports to redcards@sfuysa.com . IT DOES NOT MATTER IF YOUR TEAM DID NOT RECEIVE THE RED CARD OR SUFFER THE EJECTION. League Policy
All SFUYSA games must be played and Coaches cannot agree to cancel a game. Playing a game does not mean showing up and paying the referees. Showing up means attempting to play with a roster, referee fees and the minimum number of players required for that level of competition (i.e. 7 players one of which is a goal keeper for U13+)
Failing to play a league game is a $200 fine plus the cost of any referee fees. At the coaches meeting the league stressed the importance of NOT postponing games to the end of the season because it might be difficult to play all the games. Just because there was a rainout three weeks ago and neither team can now find a time to play does not excuse the fine for failing to play the game. All U11+ Regular Season games must be complete by Sunday February 2nd or a $200 fine per game will be levied to the club.
EXCEPTIONS: There are some exceptions to having to play a game; however, they must be approved by the league. In the case where a game gets rained out on the LAST weekend of the season and there is insufficient time to reschedule it, the game may be cancelled by the league. Please understand that ANY Cancelled game does NOT count toward red card service. If there is a game that has not been rescheduled from a weekend prior to the last weekend of the season and it cannot be played during the last weekend, teams will be fined $200. However, if neither team is in playoff contention, the game may be played with league approval the following weekend and would avoid the $200 fine.
In other cases, an exception to the February 2nd deadline may be approved for teams that are in playoff contention if the game can be played prior to the Tuesday February 4th scoring deadline. Please contact the appropriate divisional VP for approval.

The league has added a game reporting requirement for opponent player performance nominations after each game. Ultimately the goal is to utilize these nominations as a talent evaluation tool to help support the newly formed Challenge League player selection process.
Using an online form (www.sfuysa.com/GmNomAdm.asp), coaches or club representatives are required to submit two (2) names of opposing players for consideration after each Division 1 Level game U13 to U19. They may submit up to five (5), but a minimum of two is required.

Several factors impact the ability to report player performance evaluations.
1) You must be either a club rep or the alternate to have access to report on opponent player performance records.
2) Alternately if you are a coach for the team that was participating in the game, you may report on performance if your league userid (email address) matches one of the three listed coaches from the team declaration form.
3) You must have registered with the league website and created a coaches profile role record with the email of one of the listed coaches.
4) You must be reporting on a game you are a listed coach.
5) The game must involved Division 1 teams age U13 or higher.

Challenge League participants are nominated by coaches from among the 55+ clubs and 4000+ players that comprise South Florida United Youth Soccer Association. These players are then selected by a committee to represent their region (North or South) by participating in an all-star format game that occurs right before a Fort Lauderdale Strikers home game.
Thie SFUYSA Challenge League to is aimed at helping the league to promote its top players to both college and national team coaches. In order to promote fairness in selection of players to participate in this prestigious event, coaches are required to nominate players from their opponents after each Division 1 U13-U19 SFUYSA league game.

As a player you need to arrive on time and bring your own shin guards, shoes and any other special equipment (i.e. keeper gloves, etc.) The league will provide a jersey, shorts and socks for you to wear during the game. There is a special players lounge where you will change and relax before and after competition. If you have not provided a copy of your medical and photo release, you must bring that in order to participate. Normally that must be received prior to the game, but if you were a last minute addition, the league may have instructed you to bring it with you.

The initial designation of Northern and Southern clubs was done using a geographical split of the total teams all of the clubs declared in the league the previous year. A geographical centerpoint was found that roughly equated the total number of teams in the North and the South to make player selections equitable. For the 2013-2014 Season that location was found to be at the 26.455422 latitude.

a. Players MUST be currently playing in SFUYSA (currently or registered and rostered to a SFUYSA team)

Player Selection
a. Players will be selected from a pool of players nominated by coaches from teams in the respective age groups through the performance reporting feature on the league website.
b. Players nominated for the teams will be placed into groups by position and area and sorted by performance. When performance is identical, the committee will attempt to select players from a diversity of clubs.
c. The SFUYSA Challenge League Committee or Executive Board will review the selections and may adjust them as necessary.
d. After selection the club representatives are notified and asked to inform the players. Players are not directly contacted by the league unless asked to do so by the Club's representatives.

Congratulations! To be selected to play in the Challenge League game you were nominated by at least one of your opponent's coaches. You should have already received an emailed congratulatory letter form the league with specifics of what time to show up for the game and any anticipated practice or training sessions. Also attached to that email should be a medical and photographic release which must be signed and returned to the league prior to the game. The Apple Mac line of computers doesn't get along well with Adobe pdf products. In most cases users trying to print game rosters will be prompted to download an asp file when selecting and printing game rosters, registration forms and substitution cards. In some cases the easiest fix is to download and install the OmniWeb browser and use it to access the SFUYSA.com site for printing these types of forms.
A second option would be to try the following fix:
Viewing PDF Previews
Sometimes, when the preview of your application or recommendation is opened, the words may appear jumbled, or there might be black "smudges" throughout your document. Sometimes the preview might even appear blank. This is the result of a compatibility issue with our preview files and certain computers.
To fix this issue if you are using a Macintosh Computer:
· You may be prompted to save the file after you click the preview button.
· A box should pop up showing the file you wish to save as an ASP file. (For example “preview.ASP”)
· Save this file to your desktop as a PDF file by changing “preview.ASP” to “preview.PDF”.
· If you are not given an option to save this file as a .PDF, just proceed to download the .ASP file to your desktop and rename the file to .PDF.
Note: Once the preview is saved to your desktop, please make sure you open it with Adobe Reader, which is free to download if you do not have it. For instructions on downloading Adobe reader, click here.
